Which is More Important, the Cost or the Effectiveness?

RTI's Joseph DeStefano presented at the 2011 USAID Global Education Workshop on work he has done under USAID’s EQUIP2 project. Mr. Destefano posed the question, "Which is more important, the cost or the effectiveness?" His presentation discusses finding the balance between cost and effectiveness when planning and implementing education programs and summarizes evidence from case studies of community-based, complementary education programs.
