USAID Higher Education Learning Agenda
The Higher Education Learning Agenda defines Agency-wide learning priorities in higher education across sectors. It was developed collaboratively with over 100 individuals from USAID Missions, USAID Washington, implementing partners, and other stakeholders. Its implementation is intended to inform and improve the effectiveness of USAID strategic planning and programming, as well as improve knowledge and practice across the higher education ecosystem of USAID partners.
After conducting an evidence review in 2020, questions in this learning agenda were grouped into three different categories requiring different approaches:
- Evidence Generation: Minimal evidence exists for these questions, which require generation of new evidence.
- Evidence Capture: Evidence exists for these questions, but it is dispersed and requires capture and analysis to transform it into usable information.
- Evidence Dissemination: Evidence exists in a usable form, but it is relatively unknown and requires targeted dissemination and socialization.
To address the questions posed by the Higher Education Learning Agenda, USAID’s Center for Education and our partners will produce new evidence, review and organize existing data and research, and promote the understanding and use of conclusions and recommendations to the USAID Higher Education community and the broader higher education ecosystem of USAID partners and research institutions.
Implementation is ongoing, guided by an implementation plan that provides a blueprint for advancing learning by leveraging USAID investments and partnering with implementing partners and the larger higher education research community.
