Education in Crisis and Conflict
A Rapid Needs Assessment Guide
For education in countries affected by crisis and conflict
The purpose of a rapid needs assessment for education is to collect information quickly to inform USAID Mission decisions regarding design and delivery of an education program that supports access to quality education for all in a way that does not contribute to conflict. It is a first snapshot of information and should always be followed by a more in-depth assessment at a time when resources permit. This guide serves two purposes:
- to provide USAID Washington and USAID Missions with a clear, common framework for undertaking education rapid needs assessments; and
- to provide USAID Education Officers with necessary information to conduct a conflict-sensitive, high-quality, rapid needs assessment of the education situation in a conflict or crisis environment.
