Preschool Education in Morocco: Challenges and Key Potential Inputs

This study presents a brief landscape of Morocco’s preschool education sub-sector and identifies the key strengths and challenges and key recommendations to address current gaps. It seeks to answer the following study questions:

• What is the current state of pre-primary education in Morocco in terms of: access, quality, financing, and provision?
• What are key considerations and concerns in the current Moroccan context of pre-primary education? What opportunities and challenges are arising in the Moroccan context?
• What are the options for how these opportunities or challenges could be addressed? What issues warrant further investigation?

Morocco’s pre-primary sector has reached a remarkable state of progress compared to other nations. A clear vision, sound strategy, defined reference documentation, high level political will, and coordination of multiple government entities set the stage for a comparatively strong system. The government is targeting universal pre-primary enrollment, starting at age three, by 2028. This goal is supported by $600 million USD in funding, of which $185 million USD is government funding, with the World Bank as the principal funder.

The study's findings highlight several strengths and key challenges related to pre-primary education in professional development, traditional education, development of basic skills, measurement and assessment, stakeholder engagement, public/private/civil society partnerships, and other areas raised by key informants.
