Non-State Actors in Basic Education
An analysis of non-state actors in education was conducted across six country case studies (Bangladesh, Indonesia, Myanmar, Pakistan, Laos and Kenya) to identify their role and impact in education service delivery. Each case study examines the model of service provision and the role of the government in non-state provision.
Findings from this analysis are generalized across the six country case studies and, where possible, examples are highlighted to demonstrate conditions for effective engagement with non-state actors. Recommendations for future policy interventions are also proposed.
