It draws on six previously conducted USAID CATALYZE country market assessments (Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, and Paraguay), significant additional desk research, and stakeholder interviews with governments, donors, investors, and educational providers in the region.
