Scaling National Level Reading Programs: Perspectives from Cambodia
In this ignite talk video, Sereisatya Ros of USAID/Cambodia traces the journey of All Children Reading—Cambodia, which successfully implemented a harmonized, national program for early grade reading starting in 2017. Learn how donor coordination and careful program design contributed to a successful pilot, and hear how the USAID/Cambodia is using the lessons learned in implementation to improve and adapt the program to better reach early grade readers.

Sereisatya Ros
Sereisatya Ros is a Project Management Specialist-Education at USAID/Cambodia. He has more than 20 years of experience in education working for the Cambodian Ministry of Education, non-governmental organizations, and USAID as a teacher, office head, education program manager, and education specialist. He is currently managing a USAID funded national early grade reading program in Cambodia. Sereisatya gained his master’s degree in education from MONASH University, Australia.
Kadiatou Cissé Abbassi
Kadiatou Cissé Abbassi has been an Education Officer at USAID/Senegal since 2017, and currently manages the Lecture Pour Tous Reading Activity, which focuses on improving reading outcomes, reading instruction, service delivery systems, and parent and community support for early grade reading. Abbassi liaises with Senegal Education Ministry and donors to ensure the U.S. Government contributes to Senegal’s education sector priorities and identifies opportunities for collaboration and coordination. Previously, Abbassi worked for USAID/Mali, Winrock International, Macro, and Chemonics International. Areas of interest include primary education, early grade reading, child labor, communication, and mangement. A trained teacher from Ecole Normale Surpérieure (Mali), Abbassi holds an MBA in Marketing, Communications, and International trade.
