Description of Organization: The Bureau for Development, Democracy, and Innovation (DDI) integrates technical expertise with values-driven, cross-cutting priorities, and modern approaches to the way USAID performs its work. It provides client-centered technical services to USAID’s Missions worldwide, supports programming to innovate, learn, and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact.
The Center for Education (DDI/EDU) leverages its expertise, partnerships, and global perspective to guide and influence the education sector, advancing U.S. Government development priorities.
Description of Position: The Education Development Officer (Higher Education Advisor) will substantially contribute to advancing USAID’s education policies and programs in higher education, improving the technical knowledge, skills, and capacity of USAID education staff, and ensuring USAID is a global thought leader in the education sector. The incumbent will support USAID Missions, other USAID Bureaus and Independent Offices, and interagency partners with technical assistance on the latest evidence and innovations in education design, implementation, and monitoring for higher education programming. In addition, the incumbent will engage with USAID partners, including implementing and donor partners, to improve coordination, technical rigor, and evidence building of higher education.

Qualifications:
- Must be a U.S. citizen.
- You must have one year of specialized experience equivalent to the next lower grade level (FL03) of this position. Examples of specialized experience include:
- Contributing to the development or revision of higher education program policies, implementation guidance, regulations, goals, or objectives concerning education.
- Providing expert technical assistance in the design, implementation, monitoring, and evaluation of evidence-based programs concerning higher education.
- Serving as a technical resource for senior-level management, working groups, and interagency partners working on higher education.
- Assisting with the preparation of education reports, technical papers, program assessment synthesis reports, related articles, notices, highlights, etc., especially around higher education.
- Serving as an Agreement/Contracting Officer Representative, activity manager, and/or subject matter expert for education-related awards and implementing mechanisms.
- Must be eligible to obtain and maintain a Secret security clearance.
