Description of Organization: DDI integrates technical expertise with values-driven, cross-cutting priorities, and modern approaches to the way USAID performs its work. It provides client-centered technical services to USAID’s Missions worldwide, supports programming to innovate, learn, and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact.
EDU leverages its expertise, partnerships, and global perspective to guide and influence the education sector, advancing U.S. Government development priorities.
Description of Position: DDI/EDU requires senior professional staff to implement education priorities under the USAID Education Policy and the U.S. Government Strategy on International Basic Education, as mandated by the Reinforcing Education Accountability in Development (READ) Act. The Policy Advisor will enable opportunities to leverage expertise, partnerships, and global perspective to guide and influence the education sector, advancing U.S. Government development priorities. They will formulate policies and guidelines to further education activities; assist in designing and managing initiatives and strategies; promote organizational effectiveness; and engage other elements of U.S. development assistance in the interagency community. The Advisor will generate insights and support the creation or use of development data and other measurement evidence to better inform USAID and global education programming and policy. They will develop strategy and policy guidance to monitor the effectiveness of education programming, supporting the Center throughout the program cycle and collaborating across DDI to provide coordinated, efficient, and effective services. Finally, the Advisor will develop and mobilize responses to emergent priorities that require global coordination within education—and serve as an Agreement/Contracting Officer’s Representative (AOR/COR), Alternate AOR/COR, Activity Manager, and/or Subject Matter Expert.
- Must be a U.S. citizen.
- Must have one year of specialized experience equivalent to the next lower grade level (FL-03) of this position. Examples of specialized experience include:
- Leveraging expertise, partnerships, and global perspective to influence evidence-based development practices;
- Formulating policies, strategies, and guidelines in support of development goals;
- Developing and sustaining professional relationships with development partners at the technical level;
- Nurturing development of partnerships, coalitions, or networks in support of good development outcomes; and/or
- Managing development programming, including with multilateral and bilateral donors.
- Must be eligible to obtain and maintain a Secret security clearance.
