Inclusive Education in LAC: Aprendizaje significativo para todos y todas
The Latin America and the Caribbean (LAC) Learning Agenda for Education prioritizes inclusive education and addresses barriers to quality education for marginalized populations. Assessments of inclusive education programming acknowledge barriers not only to education access for marginalized communities but also to meaningful and useful quality of education and learning for all.
On April 25, join the USAID’s Bureau for Latin America and the Caribbean and the Leading Through Learning Global Platform (LTLGP) LAC Regional Hub for an interactive discussion on a soon to be released inclusive education landscape analysis in Latin America and the Caribbean and the recommendations that surfaced during the study.
The landscape analysis captures data from key marginalized groups in different education systems in Colombia, El Salvador, Haiti, and Honduras.
- Colombia: Girls experiencing early pregnancies, migrants, and Indigenous and Afro-Colombian minorities.
- El Salvador: Girls from rural areas, children and youth living with disabilities, and returned Migrants/ Internally Displaced People (IDP) due to violence.
- Haiti: Girls, children and youth living with disabilities, and those from lower socioeconomic status.
- Honduras: Children and youth living with disabilities, returned Migrants/IDPs, and those from lower socioeconomic status.
The event will focus on reporting findings on education data and providing actionable suggestions for USAID and its implementing partners, LTLGP members, ministry of education officials, and donors working in inclusive education. Carla Paredes and José Pineda of DevTech, who are part of the team that conducted the research, will present key findings from the analysis and lead a discussion with participants around applications of what they learned. Participants will gain a better understanding of the progress made to date and the challenges on educational data reporting and insights on creating and implementing inclusive learning interventions.

Nate Haight, Education Advisor, USAID LAC Bureau
Nate Haight is an Education Advisor for USAID's LAC Bureau. He has expertise in basic education focused on early grade reading and literacy programming. From 2016 to 2020, he worked in USAID's global Center for Education, where he supported basic education activities in Africa, Asia, and LAC. Previously, he was a Teach for America English and Spanish teacher and 6th grade level chair in Houston, Texas. Mr. Haight has an M.A. in international affairs from the Bush School of Government and Public Service at Texas A&M University and a B.A. in Spanish with a minor in international development from Brigham Young University.
Carla Paredes, PhD, Deputy Director, DevTech
Dr. Carla Paredes has over 15 years of experience managing, monitoring, and evaluating education policy and international development projects. As a Deputy Director at DevTech, Dr. Paredes oversees the portfolio of education, gender and youth projects and manages the teams that implement it. For the past five years, she has overseen and conducted the following evaluations for USAID: performance evaluation of the Jamaica Advance program, the Let’s Read Project Zambia performance and impact evaluation, the Northern Education Initiative Plus Nigeria evaluation, and the CATALYZE/Africa impact and performance evaluations in South Africa, Tanzania, Rwanda, and Zambia, for the Department of Labor/ILAB the FORMITRA Dominican Republic performance evaluation at Florida State University, and the quasi-experimental impact evaluation of the effects of different preschool modalities on learners’ outcomes in the United States.
José Pineda, Director of Education, Gender, and Youth and Deputy Director of Public Financial Management, DevTech
Dr. José Pineda is an economist bringing more than 25 years of experience in managing U.S. Government, United Nations, and other international development organization economic projects. He is the Director of Education, Gender, and Youth Practice at DevTech and an expert in economics of education, macroeconomics, international economics analysis, and econometrics. Currently for DevTech, he is also the Director of the Public Financial Management and Economic Growth Practice. Before his position at DevTech, Dr. Pineda held other senior leadership positions at CAF Development Bank of Latin America and the Caribbean, the United Nations Development Programme, and the United Nations Environment Programme in technical areas including education, gender, economic growth, and development of green economy models and indicators. Dr. Pineda has a PhD in economics from the University of Maryland.
Educación Inclusiva en ALC: Meaningful Learning for All

La Agenda de Aprendizaje para la Educación de América Latina y el Caribe da prioridad a la educación inclusiva y busca superar aquellas barreras que impiden el acceso a la educación de poblaciones marginalizadas. La revisión y análisis de los programas de educación inclusiva reconocen que esas barreras no sólo niegan el acceso a estas comunidades, sino que además limitan el acceso a una educación y aprendizaje significativos y de calidad para todos y todas.
La Oficina Regional para la educación en ALC de USAID y el Hub Regional para LAC de la Plataforma Global Liderando a través del Aprendizaje (LTLGP), le invitan a unirse, el próximo 25 de abril, a una discusión interactiva sobre el análisis del panorama de la educación inclusiva en América Latina y el Caribe, así como también a que conozca algunas de las recomendaciones que se publicarán próximamente en el estudio.
El análisis del panorama de la educación inclusiva recoge datos de grupos marginalizados clave en sistemas educativos en Colombia, El Salvador, Haití y Honduras.
- Colombia: niñas con embarazos no intencionados, migrantes, minorías étnicas que incluyen pueblos indígenas y afro-colombianos.
- El Salvador: niñas de áreas rurales, niños, niñas y jóvenes con discapacidad, y personas retornadas o internamente desplazadas a causa de la violencia.
- Haití: niñas, niños y niñas de entornos económicamente desfavorecidos, y niños, niñas y jóvenes con discapacidad.
- Honduras: niños, niñas y jóvenes con discapacidad, personas retornadas o internamente desplazadas y aquellos niños y niñas de los estratos socioeconómicos más bajos.
Este evento se centrará en la presentación de los hallazgos respecto a los datos educativos recabados, al tiempo que ofrecerá sugerencias prácticas para USAID y sus socios implementadores, miembros de LTLGP, funcionarios de los Ministerios de Educación y donantes trabajando en el ámbito de la educación inclusiva.
Carla Paredes y José Pinea de DevTech y quienes realizaron esta investigación, presentarán las principales conclusiones del análisis y conversarán con las y los participantes sobre la información recabada y los aprendizajes obtenidos. Las y los participantes comprenderán mejor los logros alcanzados a la fecha y los retos que plantea el reporte de datos, así como algunas ideas sobre el diseño e implementación de intervenciones inclusivas para el aprendizaje.

Nate Haight es asesor en educación para la Oficina Regional para la educación en ALC de USAID. Cuenta con una amplia experiencia en educación básica, con especialidad en programas de lectoescritura inicial. De 2016 a 2020, trabajó en el Centro para la Educación de USAID, apoyando programas en educación básica en África, Asia y América Latina y el Caribe. Previamente, fue docente de inglés y español en Teach for America, y presidente del 6° grado en Houston, Texas. Nate tiene una maestría en estudios internacionales de la Bush School of Government and Public Service de la Texas A&M University y una licenciatura en español con especialización en desarrollo internacional por la Brigham Young University.

Como Directora Adjunta en DevTech, la Dra. Paredes supervisa los proyectos de educación, género y juventud y dirige a los equipos que los implementan. Actualmente es Director de la Práctica de Gestión de las Finanzas Públicas y Crecimiento Económico de DevTech. Antes de su puesto en DevTech, el Dr. Pineda ocupó altos cargos directivos en el Banco de Desarrollo de América Latina y el Caribe (CAF), el Programa de las Naciones Unidas para el Desarrollo (PNUD) y el Programa de las Naciones Unidas para el Medio Ambiente (PNUMA) en áreas técnicas de educación, género, crecimiento económico y desarrollo de modelos e indicadores de economía verde. El Dr. Pineda es Doctor en Economía por la Universidad de Maryland.
L’éducation inclusive en ALC: Meaningful Learning For All

Le programme d'apprentissage pour l’éducation en Amérique latine et dans les Caraïbes (ALC) donne la priorité à l'éducation inclusive et à l'élimination des obstacles à une éducation de qualité pour les populations marginalisées. Les évaluations des programmes d'éducation inclusive reconnaissent les obstacles non seulement à l'accès à l'éducation pour les communautés marginalisées, mais aussi à une qualité significative et utile de l'éducation et de l'apprentissage pour tous.
Le 25 avril, rejoignez le Bureau Régional pour l’éducation en Amérique latine et dans les Caraïbes (ALC) de l’USAID et le Hub régional pour l'ALC de la plateforme mondiale Dirigée par l'apprentissage (LTLGP en anglais) pour un discussion interactives sur l'analyse du paysage de l'éducation inclusive en Amérique latine et dans les Caraïbes et sur les recommandations formulées au cours de l'étude que sera bientôt publiée.
L’analyse du paysage recueille des données sur les principaux groupes marginalisés dans différents systèmes éducatifs en Colombie, au Salvador, en Haïti et au Honduras.
- Colombie: Les filles victimes de grossesses précoces, les migrants et les minorités indigènes et afro-colombiennes.
- El Salvador: Les filles résidant en zones rurales, les enfants et les jeunes en situation de handicap, et les individus rapatriés ou personnes déplacées à l'intérieur de leur pays en raison de la violence.
- Haïti: Les filles, les enfants et les jeunes en situation de handicap et ceux dont leur statut socio-économique est le plus précaire.

Cet événement sera dédié à la présentation des résultats issus des données collectées dans le domaine de l’éducation. Il proposera également des recommandations concrètes pour l'USAID et ses partenaires d'exécution, les membres du LTLGP, les fonctionnaires du ministère de l'éducation, ainsi que des bailleurs de fonds engagés dans le secteur de l'éducation inclusive.
Carla Paredes et José Pineda, membres de l'équipe de recherche chez DevTech, exposeront les découvertes majeures de leur étude. Ils faciliteront un échange interactif avec les participants pour explorer les implications pratiques des connaissances acquises. Les participants acquerront une compréhension approfondie des avancées accomplies jusqu'à présent et des obstacles associés à la diffusion des données éducatives, ainsi que des perspectives innovantes concernant la conception et la mise en œuvre d'interventions favorisant un apprentissage inclusif.
